Years of Schooling Decreasing or Increasing?

As public schools are experiencing tuition and fee hikes, private Catholic schools are seeing a decline in attendance. Will cheaper tuition in the private school sector combat the rise in fees for public sectors? Will the US see an increase in years of schooling as private Christian colleges lower their tuition?
